In a major step toward digital inclusion, the Maharashtra government has signed a Letter of Intent (LoI) with global satellite internet provider Starlink on November 5, 2025, in Mumbai to deploy high-speed broadband connectivity across the state’s most remote and underserved areas.

The partnership, formalized in Mumbai on Wednesday, aims to strengthen internet access in tribal schools, rural health centers, disaster management outposts, and remote villages, with a special focus on aspirational districts such as Gadchiroli and Nandurbar. Washim and Dharashiv.

Chief Minister Devendra Fadnavis met Lauren Dreyer, Vice President of Starlink, accompanied with state’s IT Secretary Virendra Singh, to discuss strategies that align with the state’s ambitious Digital Maharashtra mission.
The initiative seeks to ensure that no community is left behind in the digital revolution by leveraging cutting-edge satellite technology to overcome geographical barriers that have long limited connectivity.
Chief Minister Fadnavis emphasised that this partnership would connect “every village, every school, and every health centre, no matter how remote,” symbolising a significant milestone for digital infrastructure at the grassroots level. The Chief Minister described the partnership as a transformative leap towards creating a future ready, digitally inclusive Maharashtra.

Through this collaboration, Maharashtra hopes to enhance digital learning opportunities for students in rural and tribal schools, enable telemedicine services in far-flung healthcare centers, and improve emergency communication networks in disaster-prone areas.

This collaboration supports Digital Maharashtra mission and aligns with initiatives in Electric Vehicle roll outs, coastal monitoring, and disaster resilience.
The project is also expected to accelerate the rollout of e-governance and digital infrastructure programs across the state, fostering economic and social development.
Starlink operates the world’s largest satellite constellation in low-earth orbit (LEO), providing broadband internet capable of supporting streaming, video conferencing, online education, and telemedicine even in difficult terrains where fibre optic cables are often unviable.

However, the implementation of this initiative is contingent upon receiving final regulatory approvals from India’s central government. These approvals will primarily focus on ensuring data security, privacy, and compliance with national communication standards.
