Balancing the World: India–Russia Summit Sends a Clear Signal. Russian President Vladimir Putin arrived in New Delhi on December 4–5, 2025, for the 23rd Annual India-Russia Summit, marking another chapter in the countries’ long-standing and evolving strategic partnership.
