Speaking to graduating students, many of whom are set to enter defence, intelligence and law-enforcement roles, Doval described a historic “new awakening” in the country’s approach to national security.
He argued that true strength lies not merely in military hardware or technology but in the collective willpower and morale of the people. “National security is a complex and multifaceted phenomenon,” Doval said. “The biggest mistake is to assess a nation’s strength by ignoring the willpower of its citizens.”

He cited the Soviet Union’s withdrawal from Afghanistan and the United States’ setbacks in Vietnam and Afghanistan as examples where superior firepower proved insufficient when resolve faltered. “The main aim of war is to break the enemy’s morale so they accept terms,” he told the gathering. “People must stand firmly with the forces.
Doval stressed that security is no longer the exclusive domain of the armed forces, police or intelligence agencies. “It is the combined strength of all of you that ultimately constitutes our national morale,” he declared.
There are “no silver medals in security,” he warned — nations are either victorious or vanquished. He urged future security professionals to blend strong character, updated knowledge systems and a results-driven mindset to meet evolving threats.
