Maharashtra FDA Commissioner Tukaram Mundhe is once again showing why a government officer can become a social-media phenomenon without being a politician, actor or celebrity.
His latest move — a permanent, year-round Festival Enforcement Calendar for food safety — takes his trademark enforcement style a step further.

Instead of issuing separate orders for Ganeshotsav, Navratri, Eid, Christmas or individual religious events, the FDA has created a standing framework covering festivals, fairs, urs and religious observances throughout the year

The plan divides festivals into three tiers and establishes advance inspection, sampling and enforcement measures. High-risk categories include milk and dairy products, meat, edible oils, fasting foods, bakery products and dry fruits.

Why Mundhe is different
Mundhe’s growing popularity is not simply about social-media posts. It is about visible action.
Since taking charge of Maharashtra FDA, he has led thousands of food-safety inspections, including action involving major restaurant chains and food businesses.
Reuters reported that his aggressive enforcement campaign has generated viral attention, while also attracting criticism from some businesses over the intensity of enforcement.
That visibility has created something unusual: an administrator whose work itself has become content.
People share raid videos.
People discuss his statements.
People joke about putting his photograph on restaurant tables before ordering food.
Even celebrities have commented on his work.
Industrialist Harsh Goenka even joked that “Tukaram Mundhe approved” could become a benchmark for restaurants — a striking indication of how his name has entered popular culture.
The Fadnavis–Shinde comparison
This is where the story gets particularly interesting.
Reports now say Mundhe has overtaken Devendra Fadnavis and Eknath Shinde in Instagram followers. That does not mean he has greater political influence than Maharashtra’s elected leadership.
Rather, it demonstrates how strongly his personal administrative brand has resonated with social-media audiences.
And that distinction matters.
Fadnavis and Shinde communicate primarily as political leaders. Mundhe communicates as a working administrator.
His brand is built around a simple message:
“If there is a rule, enforce it.”
The rise of the “bureaucrat influencer”
Mundhe represents an emerging form of public influence — the performance-driven government influencer.
He doesn’t need celebrity endorsements to become recognisable. His inspections, statements and enforcement decisions generate the attention themselves.
That may explain why his popularity feels different from conventional political influence.
For many citizens, the appeal is straightforward: an officer appears to be doing the job people expect the system to do.
Manoj Bajpayee recently praised Mundhe’s commitment while making a larger point: why should simply doing one’s duty honestly make someone a celebrity?
But popularity also demands accountability
Mundhe’s popularity should not mean that every FDA action is automatically beyond criticism. Recent court proceedings have shown why enforcement must be accompanied by due process, and Mundhe himself has said that shortcomings should be corrected in accordance with court directions.
That may ultimately be the real test of his influencer status.
Strong enforcement + transparency + due process = credible public administration.
Mundhe’s rise is therefore bigger than Instagram numbers.
It represents a fascinating shift in Indian public life: the government officer himself is becoming the influencer — not because he markets a lifestyle, but because people are watching the work.
