Jaishankar delivered a sharp and strategic message on the urgent need to reform global institutions. Speaking during the session on “Reforms of Global Governance and the Multilateral System,” Jaishankar stressed that the world has changed dramatically, but international institutions continue to function with outdated structures.

His remarks reflected a growing sentiment among emerging economies that the current global order no longer represents modern geopolitical and economic realities.

Why India Wants UN Reforms

A central focus of India’s intervention was reforming the United Nations, especially the UN Security Council. Jaishankar underlined that without expanding both permanent and non-permanent categories of membership, the UN’s effectiveness and credibility would remain limited.

India has long argued that global institutions created after World War II do not adequately reflect today’s balance of power. Countries from Asia, Africa and Latin America continue to seek stronger representation in decision-making bodies that shape international policy.

By demanding “text-based negotiations,” India also signalled frustration with decades of procedural discussions that have produced little concrete progress. The message was clear: conversations alone are no longer enough — actionable reforms are needed.

Reforming Global Financial Institutions

Another major highlight of the speech was the call to reform international financial architecture. India stressed that Multilateral Development Banks (MDBs) must become more responsive, stronger and better equipped to deal with modern global crises.

From climate change and economic instability to developmental inequality, developing nations increasingly feel that existing financial systems are slow and inaccessible. India particularly emphasized improving access to development and climate finance, an issue that remains critical for many Global South economies.

This position aligns closely with the broader BRICS narrative that global financial institutions remain disproportionately influenced by Western powers.

Defending Fair Global Trade

Jaishankar also emphasized the importance of maintaining a rules-based, fair, open and inclusive international trading system with the World Trade Organization at its centre.

At a time when supply chain disruptions, trade restrictions and geopolitical tensions are reshaping world commerce, India appears to be advocating balanced globalization. His remarks addressed concerns around non-market practices, concentrated supply chains and uncertain market access — issues that have become increasingly important after recent global crises.

The Larger BRICS Vision

The speech ultimately reflected the evolving role of BRICS in global diplomacy. Rather than replacing existing international systems, India and other BRICS nations are pushing for reforms that make these institutions more representative, democratic and effective.

Jaishankar’s concluding line summed up the mood of the summit perfectly: “Cooperation is essential. Dialogue is necessary. Reform is overdue.”

In many ways, that statement represents the larger aspiration of emerging powers — a multipolar world where influence is shared more fairly and global governance reflects present-day realities rather than the power equations of the past.
